A huge plus of Norse paganism is being able to prepare invasions and pouring prestige into tribal armies. The way I see it, tribalism has a high ceiling, but a low floor in terms of potential being able to access, indirectly, the full garrison of every county that is under the control of your kingdom is a gigantic plus, but if your vassals don’t like you, then having access to few or none is a gigantic hinderance, especially in the absence of feudal levies.
